Our Lady warned against immodest dress at Quito and at Fatima. Women who show off their bodies to all and sundry are dangling deadly poison to entice the unwary. This applies to men too, but I'm a man, so tight clothes on a dude are just gross, not tempting.
Catholic fathers and husbands need to stop being effeminate and simply ban immodest clothing from their families and homes. Those in authority over rebellious and immodest women have moral accountability for how those women behave.
The claim that things are different in the contemporary situation is false. Human nature has not changed. Objective standards of modesty have not changed. Authority structures have not changed.
